The Directive 2014/94/EU of the European Parliament and of the Council of 22 October 2014 on the deployment of alternative fuels infrastructure defines a common framework of measures for the deployment of alternative fuels infrastructure in the European Union in order to minimise dependence on oil and to mitigate the environmental impact of transport. It sets out minimum requirements for the building-up of alternative fuels infrastructure, including LNG (liquefied natural gas).
Currently, Bio-LNG is not widely available and more insight is required in order to reduce unit costs by optimising the technology of transforming locally produced biogas into Bio-LNG and optimise the logistic process of servicing the refuelling stations nearby. In addition, there is need for a better understanding of the business-client relation needs and the overall market demand and biogas supply.
The overall objective of this Action is to overcome the current market barriers and accelerate the market uptake of a blend of Bio-LNG and LNG, (Bio-)LNG, as an alternative fuel for road transport and to accelerate the large-scale roll-out to a trans-European network of (Bio-)LNG fuelling stations. The Action consists of a study involving the pilot deployment of fourteen fixed (Bio-)LNG fuelling stations at key locations in Belgium, France and Germany. The Action is located on the following core network corridors: North Sea-Mediterranean, North Sea-Baltic, Rhine-Alpine, Scandinavian-Mediterranean, Baltic-Adriatic and the Atlantic corridor.
This Action is part of a global project to expand the network of (Bio-)LNG fuelling stations along the core network corridors connecting Belgium, France, Germany and Poland with at least 200 (Bio-)LNG filling locations for trucks by 2030. It also complements the preliminary network of LNG fuelling stations in the United Kingdom, The Netherlands and Spain. This global projects aims to roll-out the (Bio-)LNG infrastructure within Europe and to provide security of (Bio-)LNG supply at the nozzle to trucks.
To deliver on the overall objective of the Action, we are working with five specific objectives which will be met by carrying out seven defined activities within the Action.
LIQVIS is set out to develop an infrastructure and supply chain of Bio-LNG and LNG by deploying 14 (Bio-)LNG stations along the Blue Corridors in Belgium, France and Germany.
LIQVIS will also be working with expert groups and manufacturers to study how Bio-LNG can be integrated in the LNG supply chain as well as the performance of different fuel compositions and their effect on truck engines.
LIQVIS will be studying the environmental impact of (Bio-)LNG fuelling stations and the extent to which the pilot fuelling station network contributes to greening the EU corridors to facilitate the decision-making process with regards to environmental authorities.
LIQVIS will also be analysing the socio-economic aspects of the deployment on a European scale and develop a business plan for the large-scale roll out.
Finally, LIQVIS will be producing a report with information about regulatory requirements, installation and exploitation of (Bio-)LNG fuelling stations to give advice to public authorities on the regulatory framework for (Bio-)LNG in the EU.
